February 13 不怕贼偷就怕贼惦记着 我的信用卡上莫名其妙地被卡了钱!一个从来没听说过的位于印第安娜的什么小学校收了我60多块钱。立即停卡,报告损失,信用卡公司介入调查。这已经是两个月里第二次了!郁闷!
信用卡在美国的普及到了你基本上出门不用带现金的地步。连买杯茶0.8美元也可以刷卡。花明天的钱买今天的东西,给美国的消费经济创造了强劲的动力。本来咱东方人,不喜欢这种超前消费的习惯,一定要赚到一分花一分。结果血淋淋的生活事实告诉我,不使用信用卡,就没有信用历史,在美国做任何与钱相关的事情就会异常麻烦。付电视网络帐单,有信用卡的话,打个电话输入卡号就可以交钱,没有的,自己到收费站跑一趟吧。有信用历史的,手机签个服务合同就可以白拿了,没有的,留下500美元押金,过两年再还你。想租房子吗?不光看你收入证明,信用历史也要查一查,没有历史或者有不按时还钱的历史,不但私人的房子不租给你,财大气粗的物业管理公司也不敢租给你。更别说那些打算长期在美国居住,要贷款买房子送孩子上学的人了。
可是在店里刷卡基本上不用查证件,网上购物只要一个卡号,连密码都不核查就可以通过,还有各种各样的消费陷阱,比如你定了一年的杂志,第二年自动从你卡里扣钱给你续定;在网上买个东西,结帐的时候问你要不要尝试另外一项免费的服务,结果又变相收钱等等。这比用现金丁是丁卯是卯地付费迷惑多了。更直接的就是偷窃你的信用卡信息,花你的钱。据说美国的“身分窃贼”以每年40%的速度增长,而且手段越来越隐蔽,防不胜防。
在这种情况下要维持这个信用系统的运转,信用卡公司就要一方面不停地调查,打击身份窃贼,一方面对消费者负责,留住他们的信心。所以一般持卡人报告了不明收费,几天之内就会得到一张新卡,损失掉的钱经过调查确认后一两个月内就会被陪回来。但是究竟是怎么被偷了,被谁偷了,就交给信用卡公司专门的调查部门经年累月地去查了。
信用卡公司一边连连给我道歉,一边叮嘱我以后要继续留意,最好每天都到网上银行看看自己的账户记录。我,累不累啊?! 可是又能怎么样,那么多只有在网上用卡才能进行的交易,不用卡基本生活会麻烦很多。

行里的中国员工为之一振,而对于其中从CCER毕业的北大同学来说,更是另一番喜悦。当年理教楼大教室里拿着蒲团坐在地上听林老师讲课的情景还历历在目。转眼,他成了首位来自发展中国家的首席经济学家。林老师传奇的经历中,又添了不寻常的一笔。

Justin Yifu Lin, Chief Economist and Senior Vice President
Date: February 4, 2008 - 20:49 Sponsor: Office of the President After consultation with the Board of Executive Directors, I am pleased to announce the appointment of Justin Yifu Lin as Chief Economist and Senior Vice President at the World Bank Group.
Justin, a Chinese national, is currently professor and founding director of the China Center for Economic Research at Peking University; vice chairman, Committee for Economic Affairs of Chinese People's Political Consultation Conference; and vice chairman of the All-China Federation of Industry and Commerce.
As our first chief economist from a developing country, and as an expert on economic development and particularly agriculture, Justin brings a unique set of skills and experience to the World Bank Group. This is a key position in terms of the Bank’s intellectual leadership, shaping its research agenda and its link to operations, and I am delighted that Justin has accepted to join my senior management team.
In addition to his leadership of the Development Economics Vice Presidency, I look forward to working closely with him on a number of areas, including growth and investment in Africa, opportunities for South-South learning, and Bank instruments to better support countries hit by high energy and agricultural prices.
Justin has been professor at Peking University since 1993 and adjunct professor at the Australian National University since 1990, and was jointly appointed as professor at Hong Kong University of Science and Technology from 1995 to 2005. He was formerly visiting professor at Duke University and at UCLA.
He holds a PhD in Economics from the University of Chicago, an MA in Political Economy from Peking University, and an MBA from the National Chengchi University. He has been a member of the Chief Economist’s Advisory Council here at the World Bank. He is the author of 16 books, including The China Miracle: Development Strategy and Economic Reform and State-Owned Enterprise Reform. He has published more than 100 articles in refereed international journals and collected volumes on history, development, and transition.
Justin has served on several national and international committees, leading groups, and councils on development policy, technology, and environment including: the United Nations Millennium Task Force on Hunger; the Eminent Persons Group of the Asian Development Bank; the Advisory Council of the Eleventh Five Year Plan, National Development and Reform Commission; the National Committee on United States-China Relations; the Hong-Kong-U.S. Business Council; the Working Group on the future of the OECD; and the Reinventing Bretton Woods Committee.
In 1993 and 2001, he was awarded the Sun Yefang Prize (the highest honor for an economist in China). He is the recipient of a number of national and international awards including the 1993 Policy Article Prize from the Centre for International Food and Agricultural Policy at the University of Minnesota; the 1997 Sir John Crawford Award from the Australian Agricultural and Resource Economics Society; Docteur Honoris Causa from the Universite D’Auvergne, 2004; and fellow of the Academy of Sciences for Developing World, 2005. In 2007 he delivered the prestigious Marshall Lectures at Cambridge University.
Justin will take up his position on May 31. Please join me in welcoming him to the World Bank.
